Supervision Committee

We entrust our Internal Shari’a Supervision Committee with the responsibility of making sure that all our NBF Islamic products and services are in full accordance with the relevant Fatwas and applicable Islamic principles.

Dr. Moosa Khoory

Dr. Moosa Tariq Khoory serves as a Director of Economic Policies and Strategies at The Executive Council of Dubai Government. He was previously Senior Vice President – Group Head of Internal Shariah Audit at a local bank, where he also served as Secretary of the Zakat Committee. 

  • He is currently a member of four different Internal Shariah Supervision Committees across Financial Institutions. He’s also actively engaged in the UAE Islamic finance industry, with sound knowledge of the Islamic banking products and CBUAE regulations.
  • He is a member of various academic and advisory bodies including the consultancy councils of the University of Sharjah and Al Qasimia University, and the Dubai Future Council of Humanitarian Affairs. 
  • He holds a PhD in Islamic Finance from Durham University in the United Kingdom, a master’s in international business law from the University of Paris II and a Master’s and Bachelor’s in Sharia and Islamic Studies from the University of Sharjah. He is a certified Shariah advisor and Auditor (CSAA).

Dr. Abdulrahman Alsaadi

  • Dr. Abdulrahman Alsaadi currently holds memberships on several Shari’ah boards, including CBD and Sharjah Islamic Bank in the UAE and MUZN Islamic Bank in Oman.
  • He has a strong academic background in Islamic jurisprudence and finance. He holds a Doctorate degree in Comparative Jurisprudence from Imam Mohammad Bin Saud Islamic University in Riyadh. He also earned a Masters degree in Comparative Jurisprudence from the same university.
  • Additionally, he has a Bachelor’s degree in Shari’ah and a higher diploma in Moral Economy and Sustainable Development from the UK. Professionally, Abdulrahman has been an Associate Professor in the Islamic Banking Department at the University of Bahrain since 2013. He has also been serving as the Rapporteur for the Shari’ah Board at AAOIFI since 2012.

Prof Dr. Ashraf bin Md Hashim

Holds a degree in Shari’ah from Islamic University in Medina, Saudi Arabia, Masters in Fiqh and Usul Fiqh from University of Jordan, Postgraduate Diploma in Shari’ah Law and Practice (DSLP) from International Islamic University Malaysia and PhD (Islamic Law) from University of Birmingham, UK. 

  • He is the Chief Executive Officer of ISRA International Consulting and a professor at International Centre of Education in Islamic Finance (INCEIF). 
  • He currently sits on the Central Bank of Malaysia’s Shari’ah Advisory Council (SAC BNM) as Deputy Chairman and the Securities Commission of Malaysia’s Shari’ah Advisory Council (SAC SC). 
  • He is also currently a member of Shari’ah Committee for International Islamic Liquidity Management Cooperation (IILM) and the Chairman of Shari’ah Committee of Bursa Malaysia (Malaysia Exchange House).  In addition, he also serves as a member of National Fatwa Council of Malaysia, a Shari’ah committee member of Yayasan Waqf Malaysia (Malaysia Waqf Foundation), State Development Cooperation of Kelantan (SEDC), a committee member for Waqf Committee for Kelantan Religious Council and Finance and Investment Committee member for Selangor Religious Council. 
  • He is also the President of Association of Shari’ah Advisers in Islamic Finance (ASAS) Malaysia

 

Mohammed bin Khalifa bin Hilal Al Badawi

Dr. Mohammed is a Trainee member of the ISSC and he holds Bachelor’s Degree (Sharia Studies and Arabic Language) , Master’s Degree (Hadith and Its Sciences) University of Sharjah and PhD in Contemporary Ijtihad and Islamic Economics Mohammed bin Zayed University for Humanities

Qualifications Abroad:

  • Diploma in Moral Economy and Sustainable Development, Al-Maktoum College of Higher Education
  • Ph.D. Islamic Finance University of Dundee.


Academic Experience:

  • Memorization of the Quran and the Six Books Studying and teaching Islamic texts.
  • Worked at the Ministry of Education for 20 years.
  • Director of the Rashid bin Saeed Center for Continuing Education from 2012-2020.
  • Emirates Telecommunications Corporation, Commercial Department, from 1999-2002.
  • Military Judiciary in the Armed Forces, from 2002-2004.
  • Member of the Cultural Committee of the Hatta Club Cultural Committee, from 2004-2017.
  • Member of the Board of Directors of the Neighborhoods in Hatta.
  • Participating preacher for the Islamic Affairs and Charitable Activities Department in Dubai, from 2004.
  • Advisor to the Islamic Cultural Center and the London Central Mosque in Britain, 2003
